   situation:
   1. I am on-line and my desktop (using windows 7) version of skype is open.
   2. my friend opens his skype and it informs him that i am on-line
   3. he tries to call me, it starts to ring and suddenly he sees a message -- person being called not on-line --
   and his call attempt is terminated.
   4. the only indication that i have an incoming call is a BLINK of his "contact" tag.
   
   I have looked through my settings and see nothing that might produce a call rejection action.

      Are you sure that your status is not set to Do Not Disturb or Invisible?

   There is no menu bar, no option to add contacts of those who don't have a skype address. Very frustrated

      There is no menu bar because this is a browser version. Nevertheless, you can still change some options.
      
      Not sure that understood you correctly, but to add new contacts, type the Skype login (username, email or phone number) in the "Search Skype" input, click "Search Skype Directory" button, click on the desired contact, and finally click "Add to Contacts".
